Management is often included as a factor of production along with machines, materials, and money. According to the management guru Peter Drucker (1909-2005), the basic tasks of management include both marketing and innovation.Practice of modern management originates from the 16th century study of low-efficiency and failures of certain enterprises, conducted by the English statesman Sir Thomas More (1478-1535). Management consists of the interlocking functions of creating corporate policy and organizing, planning, controlling, and directing an organization's resources in order to achieve the objectives of that policy According to Peter Drucker management can be described as the organization and coordinat ion of the activities of an enterprise in accordance with certain policies and in achievement of clearly defined objectives.Management is often included as a factor of production along with machines, materials and money. Mary Parker Follet, simply states that â€Å"Management is the art of getting things done through people. † Many scholars who have studied management have come up with different definitions of management and its functions and some like Luther Gullick have come up with a list functions of management that include planning, organizing, directing, staffing, co-coordinating, reporting abbreviated (PODSCORB).However most scholars notably Koontz and O’Donnel are agreeable that the most important functions of management can be trimmed to only five namely planning, organizing staffing, directing and controlling. Pla nning involves mapping out exactly how to achieve a particular goal. It gives direction to the organization and enables managers to determine strategies to achieve organizational goals. Say, for example, that the organization's goal is to improve company sales. The manager first needs to decide which steps are necessary to accomplish that goal. These steps may include increasing advertising, inventory, and sales staff.These necessary steps are developed into a plan. When the plan is in place, the manager can follow it to accomplish the goal of improving company sales. Planning can be short term or long term, and ensures proper utilization of human and non-human resources thus helps in minimizing confusion ,risks, wastages and uncertainties. Planning is important in forecasting and catering for unforeseen adverse events by putting contingency measures in place. For example hospital managers may have an emergency plan in place to handle things like disease outbreaks or accidents.Henri Fayol argues that to organize a business is to provide it with all the necessary resources for it to function fully. Organizing is the process of bringing together physical financial and human resources in order to achieve organizational goals. After a plan is in place, a manager needs to organize a team and materials according to the plan. Assigning work and granting authority are two important elements of organizing. The organization process involves identification of what is supposed to be done, classification of activities, assigning of duties, and delegation of responsibility and authority.An example can be of a farm manager who is faced with a planting season with a group of workers and many fields and crops to plant. He has to quantify the amount of work to be accomplished over a given period thus organizes his staff into small groups each with a foreman responsible for tillage, planting, irrigation etc. He should go on to come up with a time frame when he expects the tasks to be performed and ensure that all the resources required that include seed, fertilizers etc are in place for the task to be accomplished in time. Staffing is concerned with keeping adequate staff levels to keep the organization well manned all the time.This involves having the right person for the right job and the main purpose is selecting the properly qualified person for the job. It might also involve staff development by organizing on job training or training and retraining of staff to meet the dynamic demands of the organization. After a manager discerns his area's needs, he may decide to beef up his staffing by recruiting, selecting, training, and developing employees. A manager in a large organization often works with the company's human resources department to accomplish this goal.An organization might acquire new machinery and realize that they need new members of staff to operate the machine or an organization may soon realize that their enterprise is growing and need mo re staff to man its new branches. Directing deals mainly with setting in motion the action of people in an organization and is involved with supervising, motivating, leading, and communicating the goals of the organization to the workers. Directing involves supervising how work is done and ensuring staff is motivated enough to accomplish the organizational goals by offering incentives to ensure workers have a zeal for work.Managers might discover that in order to accomplish a task in time there is need to work long hour and may find it fit to provide food on site and also introduce incentives for the workers prepared to work overtime. After the other elements are in place, a manager's job is not finished. He needs to continuously check results against goals and take any corrective actions necessary to make sure that his area's plans remain on track. Directing consists of a process or technique by which instruction can be issued and operations can be carried out and goals achieved as originally planned.Controlling implies ensuring that everything is in conformity with set standards to achieve organizational goals. It involves measuring the accomplished against the set standards. According to Koontz and O’Donnell controlling is the measurement and correction of performance activities of subordinates in order to make sure that the enterprise objectives and plans are accomplished. The process is concerned with establishment of standard performance, measurement of actual performance, comparison of actual with the set standards and isolating deviations if any and finally corrective action.The success of any organization big or small hinges on the quality of its managers and more often than not enterprises run by poorly equipped mangers in terms of knowledge depth usually operate poorly and eventually collapse whilst those run by astute mangers flourish and prosper. Distinctive Human Resource Are What Firms Need Essay

Introduction Benchmarking is a crucial management tool that guides the stakeholders on the overall performance of the organization as well as mobilizing the employees on a continuous improvement of the organisation’s environmental and social performance. Bench marking is considered to have an impact when the results of the organization performance are immediate (Vorhies and Morgan, 2005). It is essential to recognize that benchmarking and the transfer of the best industry practices are supposed to help an organization in the long run through maximum utilization of the available resources and filling in the gaps associated with an organization poor performance (Drew, 1995). The notion of a single best practice may be overstated. Distinctive human resource practices help to create unique competencies that differentiate products and services and drive competitiveness in organizations. People management practices are the drivers of efforts to create distinctive competencies and, in turn, business strategies. There are various human resource management models that have been used by companies to benchmark and stay competitive in the turbulent business environment and they include the Industrial Organization Model and McKenzie’s 7s Strategy which include shared values, structure, strategy, systems, style, staff and skills. Shared Values Shared values are commonly held beliefs, mindsets, and assumptions that shape how an organization behaves and its corporate culture. Shared values are what engender trust. They are an interconnecting centre of the 7Ss model. Values are the identity by which a company is known throughout its business areas, what the organization stands for and what it believes in, it central beliefs and attitudes. These values must be explicitly stated as both corporate objectives and individual values. Structure Structure is the organizational chart and associated information that shows who reports to whom and how tasks are both divided up and integrated. In other words, structures describe the hierarchy of authority and accountability in an organization, the way the organization’s units relate to each other: centralized, functional divisions (top-down); decentralized (the trend in larger organizations); matrix, network, holding among others. These relationships are frequently diagrammed in organizational charts. Most organizations use some mix of structures: pyramidal, matrix or networked ones to accomplish their goals. Strategy Strategies are plans an organization formulates to reach identified goals, and a set of decisions and actions aimed at gaining a sustainable advantage over the competition. Systems Systems define the flow of activities involved in the daily operation of business, including its core processes and its support systems. They refer to the procedures, processes and routines that are used to manage the organization and characterize how important work is to be done. Style Style refers to the cultural style of the organization, how key managers behave in achieving the organization’s goals, how managers collectively spend their time and attention, and how they use symbolic behaviour. How management acts is more important that what management says. Staff Staff refers to the number and types of personnel within the organization and how companies develop employees and shape basic values. Skills Skills refer to the dominant distinctive capabilities and competencies of the personnel or of the organization as a whole. Industrial Organization (I/O) Model The external environment is primary determinant of the organizational strategy rather than internal decisions of managers. The environment presents threats and opportunities all competing to have equal access to resources. Resources are highly mobile between firms. Organizational success is achieved by offering goods and services at lower costs than competitors. Government Expenditure Causes the Revenue Generation by Government Taxation INTRODUCTION 1.1 Overview The relationship between government revenue and expenditure is a very important topic and has been an essential issue for many economists and policy makers as it represents budget deficit, government expenditure Plans and taxation structure of a country. Since the main objective of every government is to improve economic growth with low debt levels, better education system, development of infrastructure and job opportunities better fiscal policy is needed to achieve these goals. From a short term perspective fiscal policy is said to be expansionary when government expenditures exceeds the total revenue and the resulting deficit is then financed by the government, However if these expenditures contributes in economic growth then there is a long term relationship exist between government expenditure and economic growth. In addition different studies indicate that the determination of Economic growth is depended on tax levels. Whereas many believe that the most significant factor that c ontributes in economic growth is tax level as the collection for development purposes of most developed and developing countries depend on tax revenue. 1.2 Research Problem In Pakistan the level of budget deficits have consistently increasing from 2005 which is then financed by the government through external and domestic borrowing resulting in a higher debt levels due to high interest cost associated with it and leads to more future tax expectations. Thus the financing by the government for the compensation of deficit is an important variable, several studies have put light on the outcome of fiscal deficit but very few have tried to find the reasons and causes of these deficits which is why the nexus between government revenue and expenditure is still an unsolved issue. Therefore the main purpose of this research is to study the causal relationship between government revenue and expenditure. 1.3 Hypotheses : Tax Revenue causes Government Expenditure. : Government Expenditure causes Tax Revenue. : Tax Revenue and Government Expenditure Bilaterally cause to each other. 1.4 Outline of the Study The research studies the causal relationship between government expenditure and tax revenue to see the reasons for the consistent budget deficits in Pakistan from many years. In addition time series analyses have been done to forecast the trend of government expenditure and revenue based on the leading variable. CHAPTER 2: LITERATURE REVIEW Loganathan, Nanthakumar, Taha, and Roshaiza. (2007) have found a stable relationship between spending and revenue. Furthermore there is a long-term impact exist expenditures that enter as input into the production function and those that enter as inputs in investment technologies. Koch, Schoeman and Tonder (2005) found that there is an association between burden of taxes and economic growth according to the findings based on the data of 1960-2002 if tax burden decreases economic growth increases significantly. Friedman (1982) explains expenditure of the government depends on total revenue because as taxes increases expenditure increases by which deficit remains at the same level, he believes that the level of fiscal deficit cannot be reduced by increasing taxes. Buchanan and Wagner (1977) on the other hand have presented an alternative hypothesis that increase in taxes does not lead towards low expenditures because taxes creates higher price of goods for the public due to high interest cost associated with it Buchanan and Wagner suggest that in order to restore deficit government should limit its financing ability. Sobhee and Sanjeev (2004) tested the causality from tax to expenditure and from expenditure to taxes by using the data of public finance and founded that in a small economy government first accommodate the necessary funds then use them for public expenditure, therefore to avoid the situation of fiscal deficit the government must carefully monitor and control its spending programs. Fasano and Wang (2002) in a research on GCC countries founded that the primary Source of revenue is oil and due to the economic fluctuations medium-term expenditure strategy should be adopted according to which expenditure should not exceed the non-oil revenue so that in recessions to compensate expenditures oil revenues can be injected by short-term accommodations. Second hypothesis where causality runs from expenditure to revenue the government first spend and then to accommodate the required level of expenditure adjusts tax policy. Peacock and Wiseman (1979) Argues that due to economic crises government expenditure increases and they also remain at the same level when the crises is over. In their view government expenditure in driven by strong economic crises which is able to change public perception about the size of the government. Gounder, Narayan, Prasad (2007) find compatibility with the second hypothesis that the increase in taxes for the accommodation of government spending affects on the capital investment by investors due to the fear of paying higher taxes in future. The third hypothesis is fiscal synchronization according to which expenditure and revenue decisions are independent and bilaterally cause to each other. Reflecting the traditional theories for the demand for public goods. Meltzer and Richard (1981), according to him the demand of public expenditures and taxes need to compensate these expenditures are compared with many alternative spending programs for cost benefit analysis, therefore the practical implication of this hypothesis is bidirectional causality. Narayan and Narayan (2006) suggest three reasons regarding the importance of nexus between government revenue and expenditure first if proper implementation on policies is taken into consideration regarding government revenue fiscal deficit can be avoided, second if causality runs from expenditure to revenue outflow increases due to the fear that government will spend first and pay for it later by increasing taxes. Third in case of bidirectional causality expenditure can rise faster than revenue which can create huge budget deficits because revenue and expenditure decisions are independent of each other. Baharumshah and Lau (2007) Find two sets of different results where the fiscal policy of Korea, Singapore and Thailand is driven by expenditures where the government finances revenue for the planned expenditures according to the limit of the balanced budget which facilitate the long term sustainable budget position. However the taxation system should be implemented by taking care of the overall smooth fiscal policy. Whereas in case of Malaysia and Philippines expenditures and revenues are independent of each other and the level of government expenditures and revenues is determined through fiscal policy based on marginal cost and revenue. Furthermore the findings indicate that in order to achieve long-term economic growth fiscal consolidation is necessary to reduce deficits and debt levels which lead a country to fulfill expenditure priorities better and provide funds to more productive sectors. Griffin and McKinley (1992) believes that the expenditure policies of the government should be directed towards long-term future growth and for the well being of the people, Therefore activities that contribute more on socio economic development should be increased instead of using resources and funds to military defense projects. King and Rebelo (1990) taxation has a very important role in the long run growth process of a country where growth is not affected by indirect taxation, however direct taxation is harmful for growth. Roshaiza, Taha, Nanthakumar and Loganathan (2008) found in an analysis of Malaysia that the major part of taxes is direct taxes and reducing direct and indirect taxes will lead to reduce in government expenditures, In addition non-tax revenue does not contribute much in economys growth. Hondroyiannis and Papapetrou (1996) find unidirectional causality running from government expenditure to revenues in Greece where the reason of fiscal deficit from a long period of time was government spending decisions. The government spending to GDP is very high in Greece which results an operating inefficiency for the economy. Furthermore the results indicated that reducing fiscal deficit without reducing the government expenditure will leads to failure. Ahiakpor and Amirkhalkhali (1989) Based on the analysis of Canada found that to show the relevant results of fiscal policy government increase taxes which is a temporary and incomplete act in order to fully take control over fiscal deficit the government must reduce or limit its expenditures instead of finding ways to increase tax revenue burden on public. Baghestani and McNown (2004) in a study of Egypt and Jordan claim that to promote domestic savings and private investment it is necessary to eliminate budget deficit for both the counties. Baghestani supported the causality from tax revenue to expenditure in case of Egypt and bi-lateral causality in case Jordan. Furthermore promoted the process of privatization because it facilitate high domestic saving and investment and at the same time helps to reduce fiscal deficit. Neyapti (2008) studied the influence of fiscal decentralization on government revenue and expenditure and indicated that decentralization improves quality of governance which leads to decrease in budget deficit and stable economic condition. However the efficiency of fiscal decentralization increases in case of large population. Keho (2010) Study the data fo 1660 to 2005 to analyses the causal relationship between government expenditure and tax revenue to see which expenditure and revenue items plays a part in the reduction of budget deficit and found that GDP has significant effect on government expenditure. Furthermore the findings of granger causality test indicate unidirectional causality from government revenue to expenditure based on the findings Keho et al. concluded that the implementation for the elimination of fiscal deficit should not me made by just increasing revenues. Thus without spending cuts the results will not be beneficial. In other words tax system should be made with proper spending control system. Brennan and Buchanan (1980) suggest that in order to reduce fiscal deficit constitutional limits should be imposed on post-constitutional governments, so that revenue collection by latter governments can be reduced otherwise the level of goods demand by public to be financed will be minimum whereas revenue collection will be higher. Baffes and Anwar (1990) conducted the research for the countries Argentina, Brazil, Chile, Mexico, and Pakistan to determine the behavior of government towards revenue and expenditures for the alignment of fiscal deficit. The results found to be positive for Mexico, Brazil and Pakistan while the similar findings havent been found for Argentina and Chile. For Brazil, Mexico and Pakistan causality runs in both ways in other words bidirectional causality where decisions for the government spending and revenue are taken simultaneously. However in case of Argentina and Chile causality runs from expenditure to revenue. The results indicates that to control budget deficit the government should increase revenue collection and restrain expenditure whereas public expenditures should be reduced in Argentina and Chile. Stoian (2008) founded in case of Romania by applying Johansen cointegration and Error Correction model that the long run relationship between government revenue and expenditure do not affect major fiscal imbalances. CHAPTER 3: RESEARCH METHODS 3.1 Method of Data Collection Data of the two variables Government Expenditure and Total Revenue is taken from secondary sources with the help of multiple sources which includes (Ministry of Finance), (State bank of Pakistan) and (Hand book of Statistics on Pakistan Economy). 3.2 Sample Size Sample of 31 observations have been used by using the data of public finance from the year 1979-2010. Where the variable (Total Tax Revenue) has been created by adding indirect-tax, direct-tax, Non-tax revenue and surcharges and (Total Expenditure) has been calculated by adding Development and Non-Development Expenditures. 3.3 Research Model Granger model is used to study the causality where TR is the total revenue and TE is total government expenditure. The above two equation represents the hypothesis where the causality running from total expenditure to revenue in equation one and from revenue to expenditure in equation two. Therefore incase of rejection of any hypothesis we conclude unidirectional causality between government expenditure to revenue. However, if both the hypothesis is rejected we concluded bidirectional causality in other words fiscal synchronization exists between government revenue and expenditure. 3.4 Statistical Technique In this research granger causality test by granger (1969) has been applied to study the causal relationship by comparing one time series with another (Government Expenditure with Government revenue) where one variable becomes the cause of the other variable to predict it significantly. In addition cross-correlation has been applied to assess the correlation between both time series variables. Figure 4.1.1 The results of cross-correlation indicates total revenue as a leading time series variabler with a strong correlation of .994 with government expenditures at lag 0, furthermore correlation a possitive correlation has been found from lag 1 to lag 11, However the correlation is dexreasing and from 12 to 16 lags correlation in negative predicting that with the increase in total revenue, total government expenditure will decrease in furture. CHAPTER 5: DISCUSSIONS, CONCLUSION, IMPLICATIONS AND FUTURE RESEARCH 5.1 Conclusion In this paper we have studied the causal link between total government expenditure and total revenue in Pakistan using granger causality test and the supportive cross correlation from 1979-2010. Our result from granger causality supports the hypothesis that tax revenue causes government expenditure in Pakistan. In addition cross correlation results have indicated long-term results that with the increase in revenue expenditures will increase. Therefore the major conclusion drawn from this research is that in order to eliminate the problem of fiscal deficit and sustainable economic growth government should focus on the policies which facilitate increasing revenue. 5.2 Discussion Various studies have analyzed the causal relationship between government expenditure and revenue. Some supported with unidirectional causality occurring from revenue to spending and from expenditure to revenue whereas some have indicated the result of bidirectional causality. However, both the variables have significant impact on budget deficit and economic growth. Fiscal deficit in Pakistan is a major issue as the findings of cross correlation indicates that the revenue and expenditures are correlated which means that as revenue increase expenditure increases and deficit remains at the same level and to compensate this deficit government increases its debt financing from domestic and foreign sources which leads towards inflation and high interest rates. 5.3 Implications and Recommendations The model and analysis of this study is very useful for economists and policy makers as it helps in enhancing revenue by tax reform programs. In addition for the determination of optimal spending expenditure reform assessment can be done through cost and benefit analysis which will help in setting objectives for tax collections and better utilization of taxes. 5.4 Future Research Future research possibilities could be as follows first variables like national income and debt financing could be included in the research. Crime Is Socially Constructed Criminology Essay Nowadays hard to imagine daily life without news telling us stories about shocking tragedies happening around the world. Unfortunately almost everybody is interested in actions that can harm somebody. In media even existing a victim hierarchy (more sensational victim goes on top) of attraction interest of audience. People are measure beings. It is in our habits to judge ourselves and people around us. Rules are governing everywhere; it sets correct and incorrect behaviour of society members. Norm and rules should be conformed and existence of social control is aimed to ensure it. During social control process behaviour of individuals and groups is regulated by formal and informal agents. In process of socialization operates internal social control, here people adopt and learn norms from parents, peers, media, and etc. This type of control is targeted to individuals conscience; meanwhile more concentration of sociologists gets external social control ruled by formal agents as police, courts, and etc.; and negative sanctions (punishing the various forms of deviance). (Goode, 1994) It is very important to understand difference between deviance and crime because first leading to second. Sociologists refer to behaviour that is regarded as wrongdoing, that generates negative reaction in individuals who witness or hear about it, deviant behaviour, both deviant behaviour and traits or conditions that generate a similar condemnatory, rejecting reaction in others are called social deviance or simply deviance. (Goode, 1994, p.1) Crime is a form of deviant behaviour. Deviance can be stated as a violation against norms and values of a wider society. For example one person accepts as a norm to be a part of sub-culture- Goths. This individual support their ideas and traditions, but another thinks different because of his life experience or other impact factor (e.g. taste) that acting and dressing as Goths is incorrect and it becomes deviant. In this case it is legal (actually to be a Goth) but some of deviant behaviour can lead to criminal activity (e.g. smoking in public place). Overall, crime is more about breaking formal norms, but deviance-informal. Crime is socially constructed, this is a fact. Interactionist school of sociology tells us that the social order contain a variety of social groups where each acting in a way he understands the reality.(Muncie and McLaughlin, 1997) They react on certain behaviours and state people as being different from their morality or cultural norms. These different are labelled as deviants or even criminals. Social groups create deviance by making the rules whose infractions constitute deviance and by applying those rules to particular people and labelling them as outsiders. (Becker, c1991; p.9) However, crime changes across cultures and times, for example to take homosexuality. In not long time ago, 1895, Oscar Wilde was sentenced to two years hard labour; (Online) homosexuality counted as a mental disorder and was subject of brutal punishment. Nowadays, in many countries crime label for homosexuality is removed. Another example of changes is violence in family against women and children. It wa s a little interest from police and laws about this problem not a long time ago. This actions was counted as a right of men to make discipline harming more weak members of family. Because of feminist and womens right activists campaigns to support victims, made a great work, and now violence in families is a serious crime. These kinds of interactions another time prove that crime is socially constructed. It seems too ideal from the angle of reality, but actually it is important to understand another point that who make rules to control society? According conflict theory, the law is created by powerful and privileged and benefits exactly to them so making powerless criminals. (Pond, 1999) Regarding Becker, unprivileged and powerless people, no matter of level of injury and damage they done, are likely to be arrested, judged; powerful people create illusions, that those who are at the bottom of social hierarchy (measured in case of income level, race, education degree)- are more dangerous in society. This powerful elite creates environment where ordinary people become dependent of state and its social control agents who protect from lawlessness, but also often victimizing ordinary people one or another way.(Becker, c1991) Media is one of the major tool to help people understand what they need to be more afraid of. There is more to crime and criminals than the state reveals. But most people cannot see it (Becker, c1991, p.15) In conclusion, is sensible to summarize main aspects of all above. Firstly, talking about deviance is important to underline that it varies depending to cultural groups; individuals labelled as deviant only if others define them that way and that powerful and powerless are involved in social power. It is interesting that regarding functional theory of crime, especially Durkheim, deviance perform four functions essential to society: deviance proves cultural values and norms; the way people respond to deviant behaviour clarifies society moral boundaries; society becomes more united; and the last but not the least of importance, deviance support social change. Generally speaking, understanding of deviant behaviour and crime can lead to better society. (Macionis and Plummer, 1997)

Is the Black Family Only A Myth? My objective for writing this essay on the black family was to examine and interrogate a myriad of stereotypes surrounding this family structure. Slavery and its inception need to be explored because it enables one to acquire a better understanding of the modern day black family. Although these identifications are different, they all reflect one negative connotation. The connotation is that of families of African descent being "problem ridden" and "dysfunctional." Despite the fact that many families are dysfunctional, the question is: "Why are families of African descent frequently labeled as such ?" The state of black Americans and their families has been at the center of debate for decades. Biased and inaccurate reports such as the infamous Moynihan Report by Senator Daniel Patrick Moynihan have helped to solidify the false stereotypes surrounding the black family. Such reports and their counterparts have had a long and lasting detrimental effect . Em phasis has been placed on personal biases and racist testing procedures such as the Bitch Test instead of actual data and observation. The Bitch Test (as you can tell from its name), is very racist. It was an intelli gence test designed for children of African descent. This test unlike the Stanford - Binet IQ test, asked questions which were irrelevant to the child's IQ. Questions such as, "What type of car would you call a 'hoo... ...ression and inequality. These proponents contend that the very proposals with which they seek to indelibly stain the Constitution are comparable to those other amendments added to the Constitution in its history. In other words, current policy issues merit equal attention with amendments such as those whic h eradicated the poll tax or secured suffrage for all Americans. Whether or not there exists an equality between those problems plaguing contemporary society and those thought ageless in the eighteenth century is difficult to assess. Nonetheless, assuming that issues such as abortion, school prayer, flag burning, term limits, and the balanced budget deserve the attention that they have received in Washington, it remains to be argued convincingly that th... ...t say that the policies themselves proposed to become permanent fixtures in the Constitution are flawed. Rather, it is to say that such hysteria is merely empty symbolism, and a way to clutter the Constitution with dubious prose. For instance, there very well ought to be means to ensure that the government operates with a balanced budget, or that the rights of those who wish to pray in school are protected. However, as of yet, it has not been demonstrated that these mere issues of domestic policy warrant inclusion in the nation's most sacred document. Politicians ought to return to the Constitution with heartfelt resolve, seeking from it inspiration and guidance. The Constitution ought never to become the prostitute of two-bit politicians across the nation who, in the dire moments of reelection, call upon its sacred name to secure their own futures.

National Constituent Assembly Essay -- essays research papers

To what extent did the reforms of the Constituent Assembly create discontent? The National Constituent Assembly solved some of Frances short term problems, but caused significant discontent due to its inability to resolve long term problems, that had been destroying France economically, politically and socially. There were some groups of society that were quite content with the reforms of the Constituent Assembly, such as a majority of the bourgeoisie, peasants who gained from the abolition of the Feudal system, and some members of the first and second Estate. However, many other people and groups, such as King Louis XVI, Nobles who had become emigres after losing their land, clergy who had refused to swear allegiance to the new state, loyal Catholics, the Sans Culottes and a rapidly growing republican movement, that were unhappy with the Constituent Assembly. It was in these later groups that the brewing discontent lay, but none shared a common discontent, and few shared a common goal. It would be the most radical of these reactionary groups, who seized leade rship of the French people, in the nation's time of need. The National Constituent Assembly originated from the National Assembly, and its purpose was to write a constitution that would create a new France, one that was based on equality, liberty and fraternity - a nation governed by the people, and for the people - where men are born and remain equal in rights. It was essentially dominated by members of the Bourgeoisie, as well as some Nobles and Clergymen, but it did not effectively represent the whole of France. The National Constituent Assembly set up a militia type force, called the National Guard, to protect themselves and their ideas, from those who were counter-revolutionary. It was led by Marquis De LaFayatte, a member of the second Estate, who was also an influential voice in the Constituent Assembly. The Assembly did not want to create a Republic, it wanted to create a Constitutional Monarchy. It still wanted the King as Head of State, but wanted the people's rights and values outlined in a constitution, rather than decided by th e King. In 1789 the Constituent Assembly began developing a Constitution, because it was what the French people wanted - but their moods quickly changed and the proposed constitution became a calamity. The Assignats that the State had introduced were rapidly deflating, and some store owners would not even accept them. Despite reforms that stabilised Frances economy periodically, the Constituent Assembly had not solved the long term economic problems that still surrounded the nation. Most of these peasants were also loyal Catholics, and resented the loss of power of the Church, and were hungry for political change. By October 1791, the National Constituent Assembly believed that it had fulfilled its goal of creating a new Constitution, and dissolved itself. It set up a new Government called the Legislative Assembly, to enforce the new Constitution, which only lasted a further six months. Hence, the National Constituent Assembly had established important reforms but it had failed to solve the economic crisis that began the original revolt of the French people. The varying discontent it had created amongst different groups of society, far overshadowed those who were satisfied with the changes. Much discontent, amongst many people, is dangerous when there is no common destination. So many demands, with so few answers, meant the revolution had to continue.

Disciple Making Plan Essay

The mandate of the Body of Christ to make disciples has been established. The Church needs to embody in physical structuring and deeds what is necessary to make this happen. It is obvious we need to do whatever it takes to make that a reality. Therefore, we must put together a plan – a disciple making plan that embraces that vision with biblical truths that show the values from which give direction for that vision to follow. The structural and existing means to how this is to be done, also known as the vehicles that enable this to get accomplished must be examined. The different player’s views that steer the work as they sense the work of the Holy Spirit need to be defined and understood. And finally, there must be tangible means of measurement to evaluate the effectiveness the work. God spoke to His people through the prophet Jeremiah. It was during a time where the children of Israel were in exile. God was showing His faithfulness to His people during this time of being without. God shared His heart and how it all relates to having a plan. Jeremiah 29:11 (KJV) says, â€Å"For I know the thoughts that I think toward you, saith the LORD, thoughts of peace, and not of evil, to give you an expected end.† God’s plan shows us He has a vision for us, His people. This is a plan for our benefit, future, and to give us hope. The same kind of plan should be what is put together within the church for His people. Scott M. Gibson and Warren Wiersbe write about the importance in what is preached and its relationship to the plan. They underscore the value of God’s Word and the need for us to develop a love for it. For the Word of God is to be the foundation as well as our life-long source that brings believers from infancy to maturity as we present it with love and grace. Each message builds upon the basis of which the plan is established.1 Vision The senior pastor has written the following as â€Å"The Vision Statement† for our church: â€Å"That the presence of God be around us, in us, and working through us to win the lost through the love of Jesus Christ. We believe all people matter to God. We want to see people saved, healed, set free, equipped,  empowered and serving as disciples, fully becoming devoted followers of Jesus Christ to impact the nations. We believe in the Father, we believe in the resurrection of God’s son and we believe in the Holy Spirit indwelling everyone, making all things new.† The senior pastor has been in this position for less than one year. My attendance and being a part of the leadership team is barely two months. Since that time, there has been only one formal meeting of the leaders of the church. However, personal conversations and public attitudes by the senior pastor have been expressed which will be how I will be able to answer the questions for this paper. This church has not had an attendance over twenty-five people in the two months I have been attending. The senior pastor gave each of the four leaders, or what he refers to as Pastors, a list of names of persons (and their phone numbers) that have at one time or another have come to the church and indicated this would be their church home with the assignment to reach out and call these individuals to invite them (back) to being involved with the church and its activities. These individuals are located throughout the greater Tampa area. This encompasses technically two counties and a considerably large amount of area. The senior pastor himself lives over one hour in driving time to the church facility. Another one of the pastors lives at least 30 minutes away. It is unknown about the socio-economic differences of the other pastors. The neighborhood of which the church is located is classic Central Florida with what appears to be higher middle class at one address and immediately next door, what would appear to be someone under more economic oppressive circumstances. The senior pastor has said he wants the neighborhood to be involved in the church. The church leadership embraces ethnic and social diversity and I believe the senior pastor wants the church population to also reflect this. The Central Florida population has a wide assortment of Cuban, White, Black, Pacific Asian and Asian Indian peoples. There is not a specific area of town that focuses on any one of these cultural groups. Thus, the integration of all these people is desired for the church’s population. We already have ages in this body ranging from very young children with little  to no Christian influences to a widowed wife of a former pastor. There are teenaged young people that have come from time to time. The majority of who has been in regular attendance has been mid-thirties to young fifties. The senior pastor has expressed his desire for these age groups be increased. World missions has been brought up as a desired form of outreach but specifics as to where and how has not been shown or provided for. My own personal work with various countries has been of the attention of the senior pastor but he has not asked about getting involved with this. Habakkuk 2:2 (KJV) says, â€Å"And the LORD answered me, and said, Write the vision, and make it plain upon tables, that he may run that readeth it.† The formal and clear vision for our church has not been provided to me. It is possible it just is something I am not aware of it because of my being with the church for only a short time period. It is hoped that is the case. Mel Lawrenz writes about the church that may have fragmented from transition of leaders, the plans or lack thereof, and or the philosophies within a church. Two important components for the church’s success are having cohesion and momentum.2 Thus far from what I can observe, this church is working hard to enhance and uphold these factors. I look forward to seeing the plan and its full execution. Values The church has been alerted to the heart of the pastor to be a church in unity. He knows with the ethnic diversity and having the different pastors and those in leadership roles can seem to portray a wide variety of approaches and ideas in fulfilling the call to make disciples. Nevertheless, he is calling for unity to be not only the heartbeat with the church but also be demonstrated so that those that come once will experience this deeper than just what may be perceived. Psalms 133:1 (KJV) says, â€Å"Behold, how good and how pleasant it is for brethren to dwell together in unity!† Our pastor wants the differences in us each to be the means to which gives us individual and collective access to those that join us in study, in fellowship, and ultimately in worship. Of course, this is all possible by remembering the importance of God’s peace  to heal and overcome any and all preconceived world based issues that could arise. Having such ethnic diversity and living in a culture such as Central Florida, the need to establish a true and lasting bond of peace is critical with our congregation. Paul said it best in Ephesians 4:3 (KJV), â€Å"Endeavoring to keep the unity of the Spirit in the bond of peace.† The growing together in faith and knowledge of our Lord Jesus in unity is what our church wants, not just for itself, but more importantly for the overall well-being of the membership. Ephesians 4:13 (KJV) says, â€Å"Eph 4:13 Till we all come in the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fulness of Christ:†. Walter Kasper writes about the call the church has to be the church of unity. He points out that this is not a result of mere chance or happenstance but by the divine work of God’s Holy Spirit to the lives of the believers and into the life of the church as a whole.3 Views In the writing of Aubrey Malphurs, the church in first years of the new millennium is not the same church many of us grew up in the mid to late 1900’s. The church is not considered the central point of reference for faith and the expression of that faith.4 Our church is not any different than this assessment. The members all come from different socio-economic backgrounds which results in different interpretations of the people and their respective roles as a part of the work and workers within this specific Body of Christ. The church is seen in probably the narrowest of views in that it is seen to only include those that are under the roof at the current facility. That would extend to literally the people that are there at any given time as well. The senior pastor is clear to point to the other three he has designated as Pastors. He is looking to their contributions in nurturing, teaching, and shepherding the members as a whole and a separate list that he wants each pastor to be associated with. There is one problem – the people do not know they have been put on these lists. The beginnings of groups is taking place but the groups have not been formalized that people can relate to. The addressing the church body as God’s Saints is met either with casual acceptance and understanding or it is considered too â€Å"Christense† which results in losing its effectualness. The  Gospel does not have a consistent strand in meaning. The understanding and education as it relates to the first four books of the Bible being the Gospels and the fact we are referring to The Good News is not universally embraced by the congregation as a whole. This makes the work of Evangelism, the sharing of the Gospel both in word and lifestyle witness difficult to unite in as both a purposefully designed poster we are to uphold but also have the church communicate as one voice. There is not a deliberate discipling program or effort within the church. Although individual responsibility to walk out a life in the manner for which God has made available for us all, the church does not have the groups or education tools for making disciples. Leadership is a widely used and common designation within our church. This is partly due to the fact we have a small population. There is an encouragement to pursue leader responsibilities. Unless you are known to be either not a Christian or a not as mature of one that is preferred for such a role, the opportunities to lead and take charge of things is easier than in larger congregations. This church is committed to one another. They are looking for the manifestation of the goodness of His work in this place. 2 Thessalonians 2:1 & 2 says, â€Å"Now we beseech you, brethren, by the coming of our Lord Jesus Christ, and by our gathering together unto him, That ye be not soon shaken in mind, or be troubled, neither by spirit, nor by word, nor by letter as from us, as that the day of Christ is at hand.† This is very applicable to this body of believers. Vehicles Gary L. McIntosh writes about the steps taken to get a church to its next level. In a conversation he has with a colleague, it is pointed out that the church may be in good health but it not in good enough shape to show the true endurance necessary of a church that is going to go the full distance. There is a fine distinction between a church that is growing numerically and a church that is maximizing its potential in discipleship.5 My church is transitioning itself from a mainline denomination church to a fellowship of believers. Exactly what denomination the church is becoming has not been made clear. The senior pastor holds ministry papers with two different organizations. One of the other pastors has his credentials by an unknown to me association. There is one pastor and myself that has ordination with  the same board. Recently, there was a state meeting or conference of one of the two ministerial boards that the senior pastor is connected with. It was announced after the fact that there was an expectation of the membership to participate in this function. Because of members that are related to the senior pastor, they were in attendance and this satisfied his request. He is scheduled to be absent from a soon coming Sunday morning service to be involved in this group’s convention or some type of gathering. So far, there has not been any kind of ritual or conduct that is practiced or expected. We seem to be worshipping as one. Jesus said in Matthew 18:20, â€Å"For where two or three are gathered together in my name, there am I in the midst of them.† There are no small groups – yet. Nothing has been formally announced but I could see how the senior pastor has laid groundwork in and through the appointing of three others to positions that could be small group leaders. The leaders live in geographically different areas which will benefit the area of influence we have. Unfortunately, the church does not come together for study in God’s Word other than Sunday morning service. Sunday School and Thursday night Bible Study is not bringing everyone in as desired. It was just announced some events that the senior pastor wants church wide participation in. These announcements have been made orally, not in print. The events are being coordinated by one of the other pastor’s wife. She has announced she will get members to contribute in these meetings. A â€Å"Fall Festival† was held last year (so I am told) as an evangelistic outreach. The senior pastor has announced that that will not be repeated but instead a Summer â€Å"Vacation Bible School† will be conducted just prior to the beginning of the public school year. The curriculum has not been disclosed. Workers have not been selected and it is not known what kind of preparations will be necessary for those that are involved with this. The use of social media, specifically Facebook has been said to be a means of communicating both to the current members of the church but also to encourage those seeking a place for worship. The church’s website does not seem to have updates or is kept current on the affairs of the church. Daniel Collison and Rochelle Nielsen Barsuhn give warnings of how the church of today has left the model of self-denial and looks to self-gratification instead. The value of the relationships Jesus formed and has called us to copy has potentially become minimized or even eliminated from the church’s structure. We need to never forget the importance in the following through of building with one another and the faith that is found in this.6 Verifiers There has not been any indication that there will be any specific tools to measure the growth or effectiveness of an outreach or program. The senior pastor has not made any reference to any means other than visual perception as to if the church has increased or decreased in membership and its grasp on Christian doctrine. A database has been created but who and what information it contains is not known. For measuring the church’s growth both numerically and in various areas of concern (i.e., Christian education, spiritual gifts in operation and various forms of involvement in service to the church and in evangelism), I would start with identifying the people that showed strengths and or willingness to learn in such areas. It would be important to understand what previous experience they may have. Attendance in classes and their participation in the various forms of outreach would be able to be monitored. Their performance would be evaluated to see what their giftings are in. Jesus said in Matthew 7:20, â€Å"Wherefore by their fruits ye shall know them.† Thus far, we have not had visitors or new converts. The existing church body does not respond to calls to commitment. Currently, there is not a church wide program that incorporates members in evangelistic outreach. There are individual efforts but not under the direction of the senior pastor. There are sources found on the Internet such as www.leadershiptransformations.org that work with churches and the strengths they already have to grow into stronger and better churches. As pointed out in our text book â€Å"Disciple Making is†¦Ã¢â‚¬ , concentrating on leading individuals to the Lord and assisting the maturing in their life with God is what we are  to be all about. Then, we can deploy them to replicate this process.7 There needs to be a deliberate effort by the church members to bring people into the church in order to hear the Gospel and ultimately receive salvation. If each member were asked to bring one person with them once a month, the church population would double. In order to keep these new members, classes would need to be formed to educate in ways of Christianity. Additional classes would need to be formed to further the disciple making process. From these classes, it would be hoped that ten percent of those attending would carry on the disciple making process. From those people, various forms of leaders and Christian workers (missionaries, teachers, pastors and etc.) would be set apart for such works. Conclusion This church has been primarily an extended family but has begun to evolve into a multi-ethnic congregation and diverse socio-economic backgrounds due in part to the merging of two of the associate pastors. The senior pastor has been encouraging members to reach out to church dinners and a church wide rummage sale. With the expected growth in people attending and becoming part of the Body of Christ, we need to put in place the disciple making process for both the current membership and those that will be coming. Taking on the World by Ellen Mac Arthur Analysis.

An Essay to analyse an Extract From â€Å"Taking On the World† By Ellen MacArthur By: Sophie Tulloch 10S1 Throughout the piece of writing, ‘Taking on the World† Dame Ellen MacArthur communicates fear in a lot of different ways, using a lot of different techniques. During this analytical essay I will analyse how she did this and the effect it had. One way that she communicates fear is by using punctuation creatively, an example of this is when she says, â€Å" It would not be difficult to break bones up there†¦ When using an ellipsis, it often indicates that there is unfinished business by doing this it creates suspense and helps keep the reader enthralled in writing. Furthermore it also creates a pause leaving the fate of Ellen MacArthur mingling in the readers mind, I find this effective as it emphasis the riskiness of the job she is about to do. I addition this is also early on in the text an it help bring the readers attention dedication and isolation of h er.The most effective device I feel that was used was a personification an example of this is when Ellen MacArthur writes â€Å"the mast slices† By using personification it emphasizes that she has very little control over the boat while she is up the mast. The word slice has a faster pace and a sharper sound than the rest of the words around it I think this helps represent the simpleness and easiness of such a dangerous movement can lead to a harmful consequence. By doing this it creates suspense and transfix the audience keeping their focus.The last term that I will cover is Nautical terms an example of tis is when she said â€Å"You can’t ease the sheets or take a reef†¦ † The reason that she does this is because her target audience is the sailing community therefore it would be easier to just use these terms rather than explain the whole thing. From another point of view she could have done this to emphasis the complicatedness of her adventure plus it in troduces the Idea that you do not only have to be physically capable and smart you need to be mentally aware nd educated on the surroundings. Although this is quite a small difference I think that it would have a big impact on the audience as this shows the gap between everybody else's knowledge and hers. In conclusion I think that this piece of writing was very well written and the literary devices used help subtly emphasis and introduce the danger and fear of Ellen MacArthurs journey.

Otherwise, he/she needs to document reasons as well as additional opinions * Credit/ Project Investment officer then prepares submission documents. a) For clients granted Credit limit, Client officer submits to Branch’s Director/ Vice Director or Client Director (GD KH) for HO clients. b) For clients granted Credit limit but required by Credit limit approving authority (C? p th? m quy? n phe duy? ) to seek for higher authority’s approval when granting the loan, Client officer submits to both Branch’s Director/ Vice Director and the authority which is stated in Announcement of Credit limit Approval (Thong bao phe duy? t GHTD). If the higher authority is Local Credit Committee (HDTD co s? ), there is no need to submit to Branch’s Director/ Vice Director. c) For clients not yet granted or beyond Credit limit, Project Investment loan is issued. – Branch-based client: Client/ Project Investment officer submits to Local Credit Committee’s Director to organise meeting based on its Regulation on Operations. – HO-based client: Client/ Project Investment off icer submits to authorised Client Director. For the credit limits beyond authority of Client Director, submission is sent directly to HO’s Credit Risk Management Division for subsequent steps. Submission documents include: * Client’s Loan Request (original) * Report on Credit/ Project investment appraisal and granting proposal (original) * Credit Scoring and Rating Table (original) * Legal documents for new customers * Financial statements * Other relevant documents (if available)| | 2. | Loan approvalBased on Report of Credit appraisal and granting proposal, signed by Client officer and Head of Client Division together with supporting documents, the following parties in accordance with their specific authority will start the approving process:2. 1. Branch’s Director/ Vice Director * In case credit granted within Credit limit, Branch’s Director/ Vice Director approves the credit grant based on Report of Credit appraisal and granting proposal signed by Cli ent/ Project Investment officer and Branch’s Director/ Vice Director, as well as accompanying submission documents. In case credit is granted within Credit limit but required by Credit limit approving authority to seek for higher authority’s approval when granting the loan, Client officer submits to both Branch’s Director/ Vice Director and the required authority (If the higher authority is Local Credit Committee (HDTD co s? ), there is no need to submit to Branch’s Director/ Vice Director). 2. 2. Local Credit Committee * Following its Regulations on Organisation and Operations, Local Credit Committee’s Director organises meeting based on submission documents prepared by Client/ Project investment officer. This Committee includes Branch’s director, Vice director and head of Client, Investment project and Debt management division. Local Credit Committee approves credit grants which fall within its authority. Otherwise, based on acceptance opi nion of Local Credit Committee, submission documents are then sent to Risk Management Division by client officer for subsequent steps. * For branches under the processing range of HCM-based Risk Management Division, Client officer submits set of Loan Proposal documents directly to HO’s Risk Management Division and 1 copy of Loan Proposal Form (Form 3. 2) to HCM-based Division in case of beyond its authority. * Branch’s set of documents include: * The original Request for Loan approval Form 3. 2 (T? trinh d? ngh? phe duy? t tin d? ng/DTDA) signed by Local Credit Committee’s Director. A copy of Local Credit Committee’s Meeting minutes * Submission documents to Local Credit Committee| Manual| | 2. 3. Risk Management Division * Based on set of Loan Proposal documents from the Branch, Risk officer evaluates credit risks and prepare Credit Risk Assessment Report (Bao cao ra soat r? i ro c? p tin d? ng) using Form 2. 3A/2. 3B/2. 4 * The report is then signed by Risk officer before being submitted to at least 2 controllers of Risk Management Division, who later provides their approval plus signature. * Afterwards, Risk officer prepares and signs off every page of Announcement of Credit/ Project Investment Approval( Thong bao phe duy? t c? p tin d? ng/DTDA) Form 4. , before: * submitting to Head of Risk Management Division and Risk Management Director for signature; * sending an original to the proposing Branch; a copy to General Director as well as relevant Branches. 2. 5. HO-based clients/ projects within Client Director’s approving authorityCredit proposals under this case are only considered ‘approved’ when the Report of Credit appraisal and granting proposal is signed and given acceptance opinion by Client Director. Accordingly, Client/ Project investment officer prepares (Thong bao tac nghi? p) and transfers documents to HO Debt Management Division for storage, system entering and other subsequent steps. 2. 6.Risk M anagement Director and Client DirectorUnder this circumstance, Risk officer duplicates the steps within the approving authority of Risk Management Director as stated above. The proposal is only considered ‘approved’ when obtaining signature of both, except for either of them is absent. | | | 2. 7. Central Credit Committee * Central Credit Committee bases on Credit Risk Assessment Report (signed by at least 2 controllers of Risk Management Division) and Branch’s document set (original) prepared by Risk officer to call a meeting. * According to Meeting minutes, Risk Management Division prepares and signs off every page of Announcement of Credit/ Project Investment Approval (Form 4. 2) before submitting Director Central Credit Committee for signature. Then submit to: * Client Division at HO an original for subsequent steps * relevant Branches 01 copy * HCM-based Division a copy in case of approving the proposal of branches under its authority. 2. 8. Board of Directo rs * Under this circumstance, after being approved by Central Credit Committee, Risk Management Division prepares submission documents in accordance with Regulation of Loan grants under approving authority of BOD. * Risk Management Division then prepares Approval Announcement and sends documents in such a way as cases under Central Credit Committee’s authority; in which, documents to Debt Management Division must include Loan Approval Form by BOD. | | 3. | Making loan contract and collateral contractBased on approving results, Client officer continues to seek signature for loan and collateral contract. 3. 1.Loan contract/Collateral contract * Client/ Project Investment Division signs off (ky t? t) every page of loan contract/collateral contract and send to client for confirmation. After signing off by Client and Bank ‘s representer, Loan contract was sent to Accounting division and Debt management Division. collateral contract was sent to Storage division * If any disag reement arises, Client/ Project Investment officer must report to Head of Division. If necessary to amend content or approval conditions, Client/ Project Investment Division issues Form 1. 6: Report on Appraising and Proposing Credit Adjustment, submit to authorised bank representatives for approval. After obtaining client’s signature and original of collateral contracts, Client/ Project Investment Division register collateral transactions. * Client/ Project Investment officer prepares 02 (Thong bao tac nghi? p m? HDTD), sign off and submit to Head of Division for signature, before sending to Debt Management Division (relevant documents included) for storage and entering into system. * In case clients do not have CIF yet, Client Division prepares Thong bao tac nghiep mo so CIF (Form 5. 8) then sends to Transaction Accounting dept. to open new CIF. | Manual| 4. | Putting data into system and managing credit file * After signing loan contract, Client officer prepare and sign on â€Å"Thong bao tac nghiep m? h? p d? ng tin d? g† containing all information needed to put into system, conditions to disburse, a list of documents needed to store and special conditions needed to manage the loan. After that, debt management officer recheck and sign on â€Å"Thong bao tac nghiep†. * Basing on â€Å"Thong bao tac nghiep†, Debt Management officer is responsible for putting data into system. However, only when it is approved online by head/vice of debt management Division, will client data be disclosed on system. Debt Management officer stores all the documents listed on â€Å"thong bao tac nghiep†| IT Dependent| 5. | Disbursement of loanThe disbursement of loan involves the following steps which depend on the appointed approving authority.However, all of the appointed divisions are held responsible for checking the conformity of client’s withdrawal documents with credit contract. 5. 1. Client/ Project Investment DivisionIf withdraw al request is valid, Client officer prepares â€Å"Thong bao tac nghiep du dieu kien rut von† (Form 5. 4), signs off and submits to Division Head for signature before transferring documents to Debt Management officer for disbursement. 5. 2. Debt Management DivisionThe division directly receives withdrawal request from client and perform checking procedures. Client is required to amend information if found unsuitable. Otherwise, Debt Management officer starts disbursing the loan. 5. 3.Client/ Project Investment Division receiving request, Debt Management Division performing checking proceduresWithdrawal documents after being received and checked by Client officer, Debt Management officer takes over for disbursement, based on Credit Approval Announcement and Credit contract. If documents are found invalid, they are sent back to Client Division for completion. 5. 4. Higher authorityClient officer prepares â€Å"Thong bao tac nghiep du dieu kien rut von† (signed by him/her and Head of division). Afterwards, based on credit approval results, Client officer submits the above document and other supporting ones to higher authority. If approved, the documents are transferred to Debt Management for disbursement.The details of disbursement process are briefed as follows: * Debt Management officer opens loan account, fills in CIF, signs off Loan Receipt Note before updating into system for online approval of Division’s Head. * Next, the officer sends: * 01 Loan Receipt Note to client * 01 Loan Receipt Note and supporting documents to relevant departments for disbursement * The last Loan Receipt Note stored in the division. | IT Dependent| 6. | Post-disbursement Monitoring of Loan * At least every 6 months, Client/ Project Investment Division must recheck the loan usage status (usage purpose, collateral status, the balance between assets resulting from the loan and the outstanding balance).This is implemented in accordance with the predetermined plan ( monitoring schedule and methodology), which is proposed by Client officer when preparing Report of Credit appraisal and granting proposal or when â€Å"Thong bao tac nghiep† at the latest. * For collateral monitoring, the following aspects must be assured: * Status compared to previous visit * Forecasted revaluations * Client’s conformity in preserving collateral * Proposal to modify collateral management methods (optional) * Proposal to add/ replace collateral (optional) * Debt Management Division is held responsible for reminding Client/ Project Investment Division about loan monitoring schedule. The result must be documented on Loan Monitoring Records (Bien b? n Ki? m tra), which is signed by Borrower’s representative and submitted to Head of Client/ Project Investment Division for revision and comment. * In case Client/ Project Investment Division detects any signals of risk, officer takes the initiative to propose the corresponding solution (included in Loa n Monitoring Records) before submitting to Head of Division, Director of Client Division (for HO-based clients) or Branch’s Director/ Deputy Director. * After finalizing the Record, officer sends 01 original to Debt Management, 01 copy to Risk Management Division for co-monitoring. | Manual | 7. Credit Adjustment * Depending on the real situation and client’s demand after credit approval, credit adjustment can be made correspondingly. * Procedures of Credit Adjustment are conducted in the same manner as that of Credit Proposal and Approval (only those who are authorised to approve credit are able to approve credit adjustment). At risk management division prepares Credit risk assessment for adjustment report – Bao cao ra soat r? i ro di? u ch? nh c? p tin d? ng. * Client/ Project Investment Division prepare Thong b ao tac nghi? p di? ch? nh HDTD. | Manual| 8. | Loan and interest collection * At least 10 days before due date, Debt Management officer prints out the list of loans and transfer to Client/ Project Investment Division whose officer prepares a document to inform clients and in charge of pushing clients to pay principal and interest * System automatic calculate interest income for loan group 1 * At the due date of loan, Debt Management officer prints out the report of principle and interest up to due date and checking. Then this report is submitted to Head of Debt management for approving. This report is then transferred to Accounting Division for collecting. If collected in cash, Client has to pay at first at Cash Division. ; after collecting enough and checking, Cash Division. will sign on â€Å"Deposit slip† (Cash receipt) then transfers Cash Receipt Note to Accounting Division for booking entry. * Accountant makes the following entries: * With principal collection:Dr. : Cash / BankCr. : Loan to Customer * With interest collection:Dr. : Cash/ BankCr. : Interest Income * Accounting voucher printed out and signed by controller and chief accountant. | Application A*N*t Interest = ————- 360*100 A: Outstanding balance N:Days (From the last payment day to the next payment day). t:interest rate | 9. Overdue Debt Management * When the loan turns into overdue, debt management officer sends a Reminding Letter to the customer (at least once a month), approved by the Head/Vice of Debt Management Division. This letter is transferred to clients and a copy is also to deliver to the credit officer. * If the customers still don’t make payment after more than 3 times received the Reminding Letter, credit officer proposes to the Head of Client/ Project Investment Division to work directly with the customer’s representative to cover the debt. * Client/ Project Investment Division combines with Risk Management Division and Legal Divi sion if necessary to protect all the interests of VCB. | 10. | Contract liquidation and Collateral Release Collateral * After the client pays all principle and interest, Debt Management officer prepares and signs on Loan Closing Announcement (Thong bao dong h? so vay). * Client officer informs client of Loan Contract Liquidation (Form 7. 2). * Debt Management officer hands over all relevant documents to Client/ Project Investment Division before the former Division transfers to clients and sends the original of Handover Record (signed by both handover and takeover) to Debt Management for storage purpose. * Finally, Client/ Project Investment Division cancel Collateral Transaction Registry. | |
